Article V shall be amended as follows:
Personnel Committee. The primary purpose of the Personnel Committee, as provided in the Bylaws of the Board, is to provide human resources and people management expertise and make appropriate recommendations to Foundry’s Senior Pastor and the Board. The personnel committee is accountable to the Board. It exists to advise on church’s personnel practices, primarily through the creation of employment policy. In doing so, the Personnel Committee shall:
1. Propose employment policies to the governing board;
2. Assist the Management Board in preparing for its annual performance review of the Senior Pastor
3. Work with the Senior Pastor and employees on the design of job descriptions, when asked to do so by the Senior Pastor;
4. Propose procedures for the Board to follow in executing its human resource oversight responsibilities; and monitor and support the execution of approved procedures; and
5. Carry out other ad hoc duties as assigned by the Management Board.
Staff Parish Relations Committee. The purpose of the Staff Parish Relations Committee is to fulfill the requirements of ¶ 258.2 of the United Methodist Book of Discipline – Staff Parish Relations Committee. It shall be composed of the Executive Committee and the Chair of the Personnel Committee. Additional members may be appointed by the President. The Committee shall:
1. Make policy recommendations regarding overall salary administration;
2. Serve as an advisory board to the Senior Pastor on personnel related issues, as requested;
3. Conduct the overall annual performance review process for the Senior Pastor in a timely manner and with integrity
4. Act as an arbitrator on staff team issues that involve potential policy violations, only after those issues have been appropriately vetted through normal supervisory channels;
5. Serve as a witness during disciplinary employment conversations, when requested to do so by the Senior Pastor.
6. Advise Senior Pastor on job description development and recommend for approval by the Board the creation of new roles at levels of Director and above.
